The mill, which had been in operation since 1920 and represented a pillars of the local economy, decided to get rid of a chemical plant, among other things. The procedural plan had to take into account the proximity of the city, its local businesses, and its residents in addition to the fact that the plant was still in operation, that one of the buildings to be demolished was next to another still in use, and that one of the chemical towers was 49 meters tall.
